Steady Hand in Finance :

At the helm of Rajasthan’s Finance Department, Jain has focused on strengthening the state’s fiscal management. His emphasis on transparency and efficient resource allocation has helped streamline government programs and ensure delivery at the grassroots level. “Sparsh Abhiyan”: Protecting Children, Empowering Families :

Perhaps Jain’s most widely recognized initiative is Sparsh Abhiyan, launched in 2018 to teach children the difference between good touch and bad touch. What began with just five children has grown into a campaign that has reached more than half a million across 21 districts and 2,000 schools. Relying on 600 volunteers and no government funding, the program spreads the simple but powerful message of “No, Go & Tell,” encouraging children to speak up against abuse.

The campaign’s impact has been visible: in Tonk, Jaipur, Sri Ganganagar, and beyond, sessions led by doctors and volunteers have helped children identify unsafe situations, while also raising awareness about risks posed by social media. Over time, Sparsh Abhiyan has evolved into a grassroots movement, reshaping how communities talk about child safety.

Health Department: Fighting Female Foeticide :

As Mission Director of the National Health Mission, Jain led aggressive measures to combat illegal sex determination practices. Rajasthan’s child sex ratio stood at 888 (ages 0–6) in the 2011 Census, well below the national average of 914. Jain oversaw hundreds of decoy operations, shutting down illegal clinics and prosecuting offenders under the PCPNDT Act. By 2019, the ratio had crossed 900—a statistical and social breakthrough for the state.

Education: Recruitment, Digital Push, and Rising Results.

Jain’s tenure in the Education Department was marked by speed and scale. Teacher recruitment drives were completed in record time, easing shortages and improving the teacher-student ratio. Dropout rates fell, especially among girls, as new programs expanded access to education. His promotion of digital learning—from smart classrooms to online platforms—helped rural districts see dramatic improvements in board exam results.

Rajasthan Roadways : Modernizing Public Transport :

In charge of Rajasthan Roadways, Jain emphasized efficiency and passenger convenience. Digital ticketing, online booking, and punctuality drives transformed the state-run transport system. He also pushed for eco-friendly buses and better connectivity in rural areas, balancing modernization with accessibility.
